Distracted driving is any non-driving activity a person engages in that has the potential to distract him or her from the primary task of driving and increase the risk of crashing.

On November 27, 2010 two men were killed while they were attempting to change a tire on the side of the 605 freeway. Pedro Pedrosa, 43, of Azusa, and Ricardo Beltran, 49, of West Covina, were killed in an auto accident that happened at approximately 10 a.m. southbound on the 605 freeway, just south of the Arrow Highway. The two coworkers were trying to change a flat tire at the side of the freeway when the driver of a Ford Taurus lost control of his vehicle slammed into them. The driver of the Taurus was exceeding the speed limit and claimed he lost control when another vehicle suddenly changed lanes.
This appears to have been an avoidable accident that has unfortunately claimed the lives of two people. The accident shows that changing a tire on the side of the freeway is often a dangerous and sometimes a deadly proposition. TBI is a serious public health concern in the United States. Surprizingly, data shows that, on average, approximately 1.7 million people sustain a traumatic brain injury annually.
TBI is caused by a bump, blow or jolt to the head or a penetrating head injury that disrupts the normal function of the brain. Not all blows or jolts to the head result in a TBI. The severity of a TBI may range from “mild,” i.e., a brief change in mental status or consciousness to “severe,” i.e., an extended period of unconsciousness or amnesia after the injury. The majority of TBIs that occur each year are concussions or other forms of mild TBI.

On Saturday afternoon on state Route 98, about 80 miles east of San Diego, a tragic motorcycle accident occurred on a curvy road which hugs the Mexican border. At the time of the accident, a group of motorcycle riders were riding to a resort where they intended to celebrate their motorcycle club’s 10th anniversary. The resort was near the Arizona state line. They were on a leisurely ride in the desert when tragedy struck.
Prior to the accident a gold Honda Civic pass the motorcyclists going at an extreme rate of speed that was estimated at 90 miles an hour. An oncoming driver, Carlos Rodriguez Bobadilla, who was driving a Dodge Avenger, saw the Honda Civic on his side of the roadway. In response to the gold Honda Civic, Mr. Bobadilla swerved the Dodge Avenger to the right shoulder, but then he over corrected and came back onto the roadway and crossed into oncoming traffic and impacted several motorcycle riders in the group. It is believed that if Mr. Bobadilla would have simply slowed and stayed off the roadway, his vehicle likely would’ve only been stuck in soft sand. Mr. Babadilla was arrested on suspicion of drunk driving as alcohol was noted on his breath about five hours after the crash. Blood results are pending. The driver of the Honda Civic did not stop at the scene and he is described as a man wearing a baseball cap. This driver is now wanted for questioning by the CHP and if f you have any information regarding the driver of this gold Honda Civic, please immediately contact the CHP at 1- 800- tell-chp.
Four motorcycle riders lost their lives in this avoidable accident. A fifth person riding as a passenger in the Dodge Avenger also lost her life. Six other motorcycle riders were severely injured. Their injuries included broken hips, ribs, backs, a jaw, and head injuries. This human tragedy should have never occurred and our condolences and well wishes go out to the families that lost loved ones or whose loved ones were injured in this accident. A 14-year-old trick or treater was truck by a silver pickup truck on Sunday evening at 7:30 p.m. near the intersection of Jamestown and Lincoln avenues in Riverside, California. The young girl was crossing the street when hit and the pickup didn’t slow down before or after the crash. A school bus crash has left one person dead and dozens injured in Los Angeles. Authorities are investigating if drunk driving was involved in the accident, which left the bus overturned, one pedestrian dead, and several on the school bus injured. Witnesses said that a black BMW ran a red light and collided with the bus. The car’s driver and two passengers then reportedly fled the scene. Two construction workers who saw the crash quickly caught the people from the BMW and handed them over to the police.

Tragically, according to news reports, an increasing number of children are dying from abuse or neglect after coming under the supervision of the Los Angeles County’s Department of Children and Family Services. The number of deaths rose from 18 in 2008 to 26 in 2009 and there have been 21 deaths so far in 2010. It has been reported that the majority of these deaths occurred while county social workers were “actively overseeing” the child’s welfare or shortly after cases where closed. This department obviously has to do better.
The death of any child due to abuse or neglect is unacceptable. Our children are the future and they must be loved, nutured, and most importantly kept safe. We all have to do what we can to stop such abuse and protect the children. The Department of Children and Family Services is far from perfect, but failing to report suspected or actual child abuse because the system is imperfect would be much worse. Unfortunately a single off-road racing accident has claimed the lives of eight fans and injured ten others. Even off-road derby supporters have criticized a lack of safety precautions that led to this tragedy. Critics blamed the promoter of the 200-mile nighttime race for allowing spectators to get too close to the track. Others blamed the U.S. Bureau of Land Management for sanctioning such events. The race was on federal land near the San Bernardino Mountains and was organized by Mojave Desert Racing of South El Monte and was part of a seven-race circuit.
Just this past Saturday, a modified pickup lost control after going over a rocky jump. The pickup rolled into a crowd of spectators, who reportedly stood close to the track to catch the action. The crash happened about three miles from the start of the race at the bottom of a slope containing a natural boulder jump. It is believed the pickup was going about 50 mph. Mojave Desert Racing that organized Saturday’s event, lists spectator rules on its website, including, “Do not spectate within 100 feet of the course.” Apparently that rule was not followed or enforced here. Mojave Desert Racing’s permit required racers to travel 15 mph or less when they were within 50 feet of fans, and again that did not apparently happen here. The race permit also said no more than 300 people could attend the event, which had an estimated 1,000 spectators.
When accidents like this happen there is always blame to go around, but all involved must follow safety precuations so as to avoid such accidents whenever possible. You should know and follow all safety rules and regulations before participating or attending such events to protect yourself and loved ones. This unfortunate accident looks to have been avoidable or significantly lessened had safety precautions that were suppose to be in place have been observed. Under California law children MUST be secured in an appropriate child passenger restraint (safety seat or booster seat) IN THE BACK SEAT OF A VEHICLE until they are at least 6 years old or weigh at least 60 pounds — See handout on California Vehicle Restraint Laws.
You should also know the four stages for kids: (1) when they must be in a rear-facing car seat, (2) when you can turn the car seat around to face forward, (3) when they can be in a booster seat, and (4) when they can get out of the booster seat and simply sit in the back seat — See handout on the 4 stages for kids.
Most car safety seat manufacturers recommend replacement of any safety seat that was in use and involved in an accident no matter the severity of the accident. Insurance companies in California are required to replace such safety seats.
